Attorney, Pacific Gas and Electric Company
Janelle is in-house counsel working on renewable resource development at Pacific Gas and Electric, a California-based utility. Her practice focuses on energy, land use, and complex project permitting, compliance counseling, natural resource and environmental transactions, as well as regulatory and legislative development.
Representative projects include environmental and land use permitting and due diligence for large-scale solar thermal projects in the Mojave Desert and for PG&E's 250-MW photovoltaic program. She most recently led environmental due diligence efforts on a 200+MW wind project in Southern California. Prior to coming to PG&E, Ms. Kellman was an Assistant Regional Counsel at the Environmental Protection Agency, Region 9, where she worked on regulatory issues related to water and endangered species.
She also worked as the Director of Regulatory Affairs for Solmetric Corporation, a solar technologies test and measurement company, and she spent six years on the City of Sausalito Planning Commission, serving as Chairwoman for two years, and led efforts to install solar panels on the city's public buildings.
